NERC TPL-001-05 requires that Transmission Planners and Planning Coordinators verify that their systems remain reliable during a broad range of system conditions and contingencies. A key part of this is demonstrating that Station DC Supply systems—including battery banks and monitoring equipment—can support protection and control systems by eliminating single points of failure.
However, at the majority of existing substations, since there is no room to add a second DC system for redundancy, the standard allows these systems to be grandfathered in if they follow a couple additional steps. As long as these systems are monitored and alarms are in place to:
- Identify a problem with the DC voltage or that the battery has become open circuit
- It will be reported to the network operations center on a 7/24 basis
Why NERC TPL-001-05 Matters
NERC TPL-001-05 outlines planning requirements for the reliability of the Bulk Electric System. In particular, it emphasizes the importance of verifying that the DC supply system can:
- Operate continuously through contingency events
- Provide uninterrupted power to critical protection systems
- Be monitored and tested for readiness and health
Organizations must demonstrate not only the existence of DC systems—but also the ability to detect failures, monitor performance, and ensure continuity during planning assessments.
